Unlock Hard AI in VS Computer or Flash Mode:
After you have selected your character, when it is time for you to select an opponent, hold down the L button and tap A when the character is highlighted. An extra star should be added to the opponents handicap. Comlv hard should appear in the top right corner of the screen
